The team at Emergency Services Property Advisors (ESPA), are proud to form a new alliance with The Police Association of Victoria. Offering their members and other emergency service workers a completely free service when looking to buy or sell their homes.
Since 1917, TPAV has endeavoured to protect, represent and support the professional, industrial and welfare interests of Victoria’s police and protective services officers. With the sector now sitting at over 17,000 Australians, the TPAV journal is just one of the methods used to ensure that the organisation continues to serve as a leading voice on a range of topics and information relevant to those working within Victoria’s police force.
The locally produced magazine reaches tens of thousands of Victoria’s policing community, and ESPA founder Luke Lawlor recently had the pleasure of explaining to readers their options regarding real estate as a member of the emergency services.
Australia has a long history with providing banking institutions, health care providers and even superannuation options dedicated to the needs of police and other emergency services. However, there has never been a go-to provider for navigating the many realms of real estate – until now.

Although Luke already had over twenty years experience in managing real estate agencies in Frankston and Seaford, the concept of offering his services exclusively to emergency services workers came to fruition after he returned home from conquering the Kokoda Track. Although the track had been on Luke’s bucket list for a number of years, the real surprise was getting to know his fellow hikers, many of which were in fact emergency service workers.
“On the track, there’s a lot of time to think and talk. The guy that runs the Kokoda Courage walks was actually a policeman from Geelong, and I actually completed the track with a number of other emergency service workers. Inevitably, we began to talk and I asked them what they thought of the idea and whether it would work. As the days progressed, my confidence in the idea increased.”
For Luke, it all made sense. Emergency service workers were usually time poor, exhausted from shift work and navigating high stress jobs – however, they also usually had families at home, and still had to buy and sell property just like everyone else. Luke quickly realised that while there were many other advocates trading in Victoria, there were none dedicated solely to the emergency services industry. For him, it was a no brainer.
“I had a very good base of friends that were already working in the emergency services sector even when I first started in real estate – school friends, guys I played football with, and so on. In time, they became my core clients, so they often sold homes through me and in turn introduced me to their friends to do the same. Over the years, my client base expanded purely from the amount of referrals. I’ve always enjoyed working with emergency services workers right from the very beginning – they’re very straight up, they’re honest, and there’s never any dramas.”
Armed with over two decades of industry experience, Luke’s approach as a property adviser is based on six core pillars –
1. Extensive research on property prices
2. Agent selection
3. Eliminating wasted costs
4. Keeping it stress and risk free
5. Getting clients the highest price
6. Guiding clients through to settlement
One of the greatest appeals about Luke’s services as a dedicated emergency services property adviser is that it comes at no cost to his clients, and is also available to retired members of the industry as well. While he takes a 50% share of the agent’s costs, Luke then donates 20% of his commission to an industry charity of his client’s choice. By ensuring that a portion is redistributed back into the industry he serves, it’s evident that Luke believes in the power of community.
Emergency Services Property Advisers provide property advisor services to Police, Fire, Ambulance and S.E.S personnel and their families right across Victoria.
